Abstract: The present article aims to point out the long-term problematic definition of the term terrorism and related human rights violations in the context of the fight against terrorism on the example of the Russian Federation. The first part of the article is devoted to a theoretical view of the issue of defining terrorism and related risks in the context of national definitions of counter-terrorism legislation. In the second part of the article, we focused on the Russian Federation and its alleged fight against terrorism. Using a qualitative research method, we conclude that domestic counter-terrorism legislation can be a breeding ground for serious human rights violations if it is based on overly broad or otherwise problematic definitions of terrorism.
